It is regretted that there are no facilities for the travelling public

It is believed that this is an excellent example of the passive voice in action. It is wondered whether British Rail or the leaseholder are engaged in regretting; however, it becomes obvious that it is in fact the travelling public who regret the lack of facilities on our stations.
